We are pleased to respond to your request regarding 3M’s compliance with the European Regulation “REACH” (Registration, Evaluation, Authorisation and Restriction of Chemicals) restriction on use of diisocyanates.
As a matter of policy, 3M supports and promotes the fundamental principles of REACH, including but not limited to, the goals of life cycle management, product safety, sustainable development, and effective risk communication to employees and customers.
On August 3, 2020, the European Commission (EC) passed Regulation (EU) 2020/1149 that will amend the EU’s REACH regulation to restrict the use and placing on the market of diisocyanates. After August 24, 2023, diisocyanates “shall not be used as substances on their own, as a constituent in other substances or in mixtures for industrial and professional use(s)” unless (i) the concentration of diisocyanates is less than 0.1% by weight or (ii) industrial or professional users have completed training on the safe handling of diisocyanates prior to their use.

3M will be actively preparing to meet the requirements of the restriction where applicable. We recognise that this Regulation can have a significant impact on companies falling under the scope of this Regulation either as they manufacture or sell products or as they use products in scope of this Regulation in the EU. 3M is actively working (also with its suppliers and customers) to ensure a smooth implementation of the requirements of the Regulation, where applicable.
